When children, young people and families need extra support we want to make sure they receive the right services at the right time in the right place. When a case is not making progress within integrated working arrangements practitioners can request support from a panel.

What is a panel?
People from a number of agencies come together to form a panel, to discuss individual cases with a view to improving outcomes for the child, young person or family. The panel will make decisions about the appropriateness of referrals, prioritising and allocating a service response or problem solving about specific cases or interventions.
The Leeds approach
A citywide review of multi agency panels highlighted that within Leeds a large number of panels of various size, purpose and composition had been created on an ad hoc basis to meet local needs.
It also identified some good practice which we will build on to develop a consistent approach across the city.

The report recommends panels working consistently at two points on the windscreen, the first (Intervention Panels) just beyond the CAF and the second (Children Leeds Panels) within multiple additional and specialist needs. These panels are currently being established across the city.
